Resident Evil 3 Nemesis PS1 part 4 Carlos

So I had a choice between going to either the restaurant or the newspaper office, well, I figured let's go get a bite to eat first. I do remember the Nemesis showing up at the restaurant, but not sure exactly when. I found a trapdoor, used the firehook to open that and then Carlos came in. After some brief conversation we are interrupted by the Nemesis, of course. So, two options, go down into the basement that I just opened or hide in another part of the restaurant, I chose that, and Jill automatically threw something at the flammable gas thus the explosion hitting and knocking out Nemesis. I really don't understand why people never finish off the bad guys and monsters when they have a chance, splattering its head now would have been good. No, but I can't. I went into the basement but seems there is nothing down there and in climbing back up Nemesis awoke so I fled out the front doors. Carlos joined a moment later, we finished some conversation and he took off with me running after him but not catching up but Nemesis was soon on my tail. I made it to the newspaper office where I thought it would be safe, actually no, but was temporarily safe while I pushed a stepladder over to turn on the power to the fire shutter and then went up the stairs, the place being ablaze, not really a safe place to be. Burn to death or ripped apart by angry super zombie? There was a lone zombie up in the office, don't have enough room to grab everything, but got a green gem, and I know exactly what to do with that. I went to leave but of course Nemesis tries to keep me from escaping, but I do and make my way back to the city hall gate and place the gem, thus opening the way. I went back to save first. But when I came out Nemesis was waiting for me so I ran away with him hot on my butt. I lost him, but I ended up going back further to the uptown area, but aside from killing the trio of dogs I ran past before, not much else I could think to do so I headed back towards downtown, and in thinking I'd have to dodge Nemesis some more, not this time, he was replaced by more of those 6 legged critters. I made it back to the downtown save room, no Nemesis in sight. Okay, taking a break. Going into city hall should be my next course of action when I get back to this.
