Forget the points deduction. Beyond the Premier League case, several bodies are now looking at the people and decisions around Manchester City. The audit regulator, the Financial Reporting Council, has taken over consideration of the case from the accountancy institute and is making preliminary inquiries that could extend to City’s auditors, BDO. The chair of the Independent Football Regulator, David Kogan, says it has the power to ask an owner to step away from a club, and that it would “look at the individuals who’ve given evidence.” A Greater Manchester Combined Authority committee is set to review about £55 million of loans, approved in 2017 at meetings chaired by Andy Burnham, to companies controlled by City’s owner. And the Prime Minister has faced questions in Parliament about his dealings with the club’s owners. Here’s what each body can and can’t do, the defences, and what to watch next. No formal investigation has been opened by the audit regulator or the football regulator. The loans were repaid with interest, and the decisions were taken publicly by all members of the combined authority. Nobody has alleged that Andy Burnham did anything improper. City deny wrongdoing and have appealed the Premier League commission’s findings. No sanction has been decided.
