Repainted WM front load garbage truck 213010 picking up trash

I’m unsure why tris truck was repainted. Before I thought it could’ve been due to is fire or something because previously I saw 213011 which is 1 number off from this truck so I’m not sure why it was repainted because on the previous one I thought it was repainted because of a fire or something but now I think it could be from a buyout or these were older trucks from before the think clean, think green era. If anyone might be able to give me some information please do.
