Borderlands 2: Storm- Does it suck!?

The Storm is a Pearlescent Maliwan Sniper. It always comes in shock element. It has significant drawbacks over a regular Maliwan Snider, and no real up side. It doesn't suck as a weapon overall, perhaps- but it is massively disappointing.
