Then-President Enrique Pena Nieto selected a route option and gave to order to proceed to the Secretariat of Communications and Transportation ("SCT") and construction began in 2014. The initial phase ran between Zinacantepec and the western tunnel mouth near La Marquesa, the second phase was the tunnel under Sierra de las Cruces, and the final phase was from the eastern tunnel mouth to the Metro Observatorio Station in Mexico City. The complete line was put into operation in February 2025.
The name "El Insurgente" is named after Miguel Hidalgo, a Mexican Catholic priest and prominent leader of the Insurgents in the Mexican War of Independence, who is recognized as the Father of the Nation.
