Adding Snapshot or Flashlight Effects to Videos, Adobe Premiere Elements

This video shows how to add a snapshot or flashlight effect to your videos to simulate a picture with flash being taken during the video. There are 2 examples, a single flash fire snapshot and a rapid succession flash example. The software is Adobe Premiere Elements v13, but this tutorial should work for other versions.
