China's $900 billion railway debt: is high-speed rail really failing? We look at the numbers behind the world's biggest high-speed rail network, what is genuinely wrong, and what critics get wrong.
China built roughly 45,000 km of high-speed rail by the end of 2023 and about 50,000 km by 2026, around two-thirds of the world's high-speed track. But the state operator, China State Railway Group, reported total liabilities of about 6.2 trillion yuan (roughly $855–900 billion) at the end of 2024. That figure covers the whole national railway group, not only high-speed lines. Chinese commentators and economists estimate that only about 6% of the high-speed network, six lines, is profitable. At the same time, the Beijing–Shanghai line carried over 210 million passengers in 2019 and earned a net profit of nearly 12.8 billion yuan in 2024.
In this video: how China built the network, why density decides whether high-speed rail pays for itself, where the debt comes from, and what Beijing did when the numbers got tight.

📌 NOTE
Debt figures are total liabilities of China State Railway Group, which includes conventional and freight rail. China Railway does not publish separate financials for high-speed lines, so profitability estimates come from outside analysts and may differ. Exchange rate about 6.8 yuan per dollar.
