Tirana was founded in 1614 by the Ottoman Albanian general Sulejman Pasha Bargjini, who built a mosque, a hammam, and a bakery that grew into a small trading town. By 1703 it had about 4,000 residents, and by 1820 the number had tripled to roughly 12,000. Albania declared independence in 1912, and on 8 February 1920 the Congress of Lushnjë chose Tirana as the country's temporary capital, a status made permanent in 1925. Italian architects shaped a monumental city center in the 1920s and 1930s, and industrial growth pushed the population to about 137,000 by 1960. After communist rule ended in 1991, people from rural areas poured into the capital in search of work, taking the population from around 250,000 in 1990 to well over 500,000.
