Of course, there doesn't ever seem to be a stop for when it is fastest. This movie is 00:00.599 seconds faster than the previous ( https://tasvideos.org/3812M ) movie. Most of the improvement comes from Bowser's Castle, where the authors didn't have to lose time in order to get a favourable Bowser pattern.
