Prime Minister Judith Suminwa Tuluka delivers the Democratic Republic of Congo’s address at the 81st Session of the United Nations General Assembly in New York. Speaking on behalf of President Félix-Antoine Tshisekedi Tshilombo, Prime Minister Suminwa presents the DRC’s position on the future of the United Nations, the reform of global governance, Africa’s representation in international decision-making and the major security, economic, humanitarian and environmental challenges facing Congo. In her address, Prime Minister Suminwa calls for the restoration of trust in multilateralism and argues that international law must be applied consistently, regardless of geography, economic power or political alliances. She supports reform of the UN Security Council and reiterates Africa’s demand for two permanent seats with full privileges, alongside two additional non-permanent seats. She also addresses artificial intelligence, the global digital divide and the need for developing countries to participate in setting international rules governing emerging technologies. A major section of the speech focuses on the conflict in eastern DRC. Prime Minister Suminwa accuses Rwanda of conducting what she describes as a war of aggression through AFC/M23. She also discusses the activities of other armed groups, including ADF and CODECO, and outlines the Congolese government’s position on the Washington peace agreement, the Doha process, the African Union roadmap and UN Security Council Resolution 2773.
