Legitimacy of the Coronation Chief Kapuuo defended the process that led to Dr Riruako's ascension, emphasising that it followed strict cultural and religious rites. He positioned this inauguration as the legitimate continuation of the OTA leadership, contrasting it with the earlier, disputed coronation of Professor Mutjinde Katjiua. 2. Call for Community Unity He addressed the deep divisions within the Ovaherero community, urging members to move beyond current "squabbles" and internal power struggles. His message reinforced that a fragmented nation cannot effectively fight for its broader strategic interests. 3. Stance on Genocide and Reparations A core theme of Kapuuo’s leadership and his remarks on this occasion was the "generational mission" of restorative justice. • Context of Loss: He reminded the gathering that the community lost lives, cattle, and land during the 1904–1908 genocide, and any negotiations with the German government must reflect these specific losses. • Rejection of the German Offer: He reiterated the OTA's rejection of Germany’s €1.1 billion offer for developmental projects, labelling it "nonsensical" and disrespectful compared to the community's demand for genuine reparations. 4. Relationship with the Namibian Government Kapuuo emphasised the importance of a respectful and mutually beneficial relationship with the Namibian government. He advocated for open dialogue with national leadership to resolve differences, asserting that while political affiliations may vary, the community and the state are not enemies.
