On October 9, 2026, California State Parks evacuated the occupants of 26 historic beach cottages at Crystal Cove State Park in Orange County, after high surf and strong tides from Tropical Storm Rachel eroded the shoreline and damaged park roads. Crews began placing temporary sand-filled barriers in front of the most vulnerable buildings. Farther south, at San Onofre State Beach, erosion broke a water main and forced the emergency removal of a threatened restroom building. Crystal Cove is not a private enclave. Its 46 cottages, most built in the 1920s and 1930s, are owned by the state and rented to the public, and they are some of the hardest reservations on the California coast. Now the state that has spent decades limiting shoreline armor for private homeowners faces the same question at its own historic district: defend it, or let the shoreline move? In this documentary, we look at the history of Crystal Cove, why beaches grow and shrink with the seasons, what "scarping" means, how a distant tropical storm can damage the coast, this fall's series of damaging swells from Hurricane Marie to Rachel, California's El Niño emergency preparations, and how emergency coastal permits work for homeowners.
