When you enter a new region all of your slots unlocked for the next item you find. Exceptions: 1) If a quest is required to unlock a boss or item switches are required to defeat a boss than use of minimal equipment swapping is permitted. 2) Every 200 total level you unlock a reroll. These are single use and can be used to unlock a single equipment slot.
