Japan has built roughly 250 miles (400 kilometers) of coastal defenses after the devastating 2011 tsunami—but even these enormous barriers cannot guarantee that the next extreme wave will stay out.
So if a tsunami climbs over the wall, can it remain standing long enough to save lives?
Japan’s so-called “400 KM wall” is not one continuous slab of concrete. It is a vast network of site-specific seawalls, coastal levees, embankments, floodgates, warning systems, elevated land, and evacuation routes spread across Iwate, Miyagi, and Fukushima.
The system was shaped by the disaster of March 11, 2011, when a magnitude 9.0 earthquake struck off northeastern Japan. The tsunami overtopped and damaged coastal defenses, flooded hundreds of square miles, and left nearly 20,000 people killed or listed as missing.
But engineers discovered that height was only part of the problem. Water crossing some seawalls attacked their landward sides, eroded the soil behind them, undermined their foundations, and in some cases contributed to collapse from the rear.
