• COMPLETE CHAPTER SUMMARY FOR REVISION :-
Federalism is a system where power is shared between a central government and local state governments. Unlike a unitary system where the national government holds all supreme authority (like Sri Lanka), a federal system divides responsibilities so everyone gets a voice, similar to how Belgium shifted to a federal structure to manage its diversity.
Federations are generally formed in two ways: "Coming Together" (where independent states join up to form a bigger unit, like the USA) or "Holding Together" (where a large country divides its power between the states and national government, like India).
To make India a federal country, the Constitution divides power into three clear lists :-
Union List :- Covers national issues like defense, banking, and currency. Only the Central government makes laws here.
State List: Covers local issues like police, trade, and agriculture. Only State governments make laws here.
Concurrent List: Covers shared interests like education and marriage. Both can make laws, but Central laws prevail in a clash.
India has successfully practiced federalism by creating Linguistic States (states organized by language), adopting a flexible Language Policy (recognizing Hindi and 21 other Scheduled Languages instead of forcing just one), and fostering better Centre-State relations, especially after the rise of coalition governments in 1990.
Finally, India strengthened its democracy in 1992 through Decentralisation, adding a "Third Tier" of local government. This created the Panchayati Raj for rural areas and Municipalities for urban areas, securing grassroots democracy by mandating regular elections and reserving at least one-third of seats for women.
