This is the biggest debate in your Sindh Katchery right now — and PMDC decision yesterday (21 Oct 2026) has made it more important.
Question: Go Abroad for MBBS vs. Demand International Campuses in Pakistan — What is best for Sindh student?
Option 1: Going Abroad for MBBS
Where Sindhi students go: China (60%), Kyrgyzstan, Uzbekistan, Kazakhstan, Russia, Iran, Turkey
Reality Check:
Fee: China/Kyrgyzstan = Rs 8-12 lakh/year all inclusive — cheaper than Pakistan private (Rs 27-30 lakh/year)
Quality: 70% colleges are C-grade — no patients, you only study books. When you return, you must pass NRE exam — pass rate only 28-32% — meaning 70% fail and cannot practice in Pakistan
Life Risk: Language barrier, food issue, 3 students died in Kyrgyzstan mob attack in May 2024, China language test HSK tough
PMDC Status: Yesterday PMDC dropped MDCAT requirement for abroad, BUT you still need 6200 hours, 80% attendance, WFME accreditation — many foreign colleges don't have it — your degree becomes invalid
Future: You can work in UK/US after PLAB/USMLE, but Pakistan job difficult
Best for: Student who has 70-80% FSc, cannot get public, family has Rs 50-60 lakh total budget, and is ready to work hard for NRE + USMLE, not depend on Pakistan job only.
Option 2: Open International Campuses in Pakistan — Your Demand
This means Cambridge, Oxford, Turkish, Chinese medical universities open campus in Karachi, Hyderabad, Islamabad — like AKU model.
Merits (Why this is better):
1. Money stays in Pakistan: Rs 5000 crore every year goes to China/Kyrgyzstan as fees — if campuses here, same money creates jobs in Hyderabad
2. Same standard as abroad, but patients available: LUMHS Civil, JPMC have 1000s patients — foreign campus students can do clinical rotation here — better than no patients in Kyrgyzstan
3. Fee control: Govt can fix fee at Rs 15 lakh — middle path between public (Rs 80k) and private (Rs 30 lakh)
4. No NRE needed: If PMDC recognizes campus as Pakistani degree, you directly become doctor
5. Stops brain drain + exploitation: No visa fraud agents in Hyderabad who take Rs 10 lakh commission
Demerits / Hurdles:
1. PMDC law doesn't allow foreign degree to be awarded on Pakistani soil — needs amendment in National Assembly — Dr. Mahesh Malani committee discussing since 2 years, but HEC blocking
2. Private mafia of existing medical colleges (Liaquat National, Isra, etc) will lobby against — they lose business if Cambridge campus comes at same price
3. Requires $50-100 million investment per campus — foreign universities want guarantee of 5-year tax exemption
What is BEST — My Recommendation for Sindh:
For 2026-27, use 3-tier strategy:
Tier 1 (Top 10% students — 85%+): Fight for public college in Sindh — repeat MDCAT, don't go abroad. MDCAT weightage now 50% but your demand of 30% + twice a year is in Senate — if passed, you'll get chance.
Tier 2 (Middle 60-85%): Demand International Campuses in Sindh — specifically:
Ask for China Medical University Campus at Education City, Malir, Karachi + Turkey's Health Sciences University Campus at Hala / Jamshoro — already land allotted but file stuck
This is best for Hyderabad youth — close to home, moderate fee
Tier 3 (Below 60% or urgent): Go abroad ONLY if:
College is in PMDC listed 120 colleges (check http://pmdc.pk list updated 14 Oct 2026)
You have 5-year multiple visa + you are ready to clear NRE
For your Katchery Resolution — make this demand:*
We don't want our children to be beaten in Bishkek or waste 6 years in China and fail NRE. We want International Medical Campuses in Karachi-Hyderabad corridor under Sindh govt supervision with 30% MDCAT weightage and fee cap at Rs 15 lakh."
This is politically strong because it supports Pakistan's forex, Sindh's youth, and counters both private mafia and foreign agent mafia.
Do you want me to draft a 1-page resolution for this demand with signatures of your 100k youth group to send to Senate Committee before their next hearing on 28 Oct?
