Dr. Sekhar Lukose Kuriakose has been inside the dam — and he won't give you a simple yes or no. He was part of the team that built Kerala's Mullaperiyar Crisis Management Plan in 2012, camped in Kumily through the worst of that crisis, climbed down into the lowest chamber of the dam itself, and evaluated the IIT Roorkee dam-break study for the Government of Kerala. That same crisis plan also covers the Idukki Dam — because in a worst-case Mullaperiyar scenario, Idukki is the next dam in the chain. The first half is Mullaperiyar and Idukki.
