It's a quick deck that relies heavily on Timetwister and Wheel of Fortune. It's a popular deck legal under any ruleset. I think I like Arabian aggro better than this one: the manabase is bad, there's no room for black and this deck uses only 3 moxes and no Sol Ring. However, this deck is quite popular because burn spells are inevitable and this list has access to Balance, Counterspell and Disenchant.
