Opening Capacitor in a Substation

Easy little call before heading home... hopefully its a quiet night! It's freezing out there!🥶 Can't wait to get the video out from last nights call. A little bit of context - I received an arcing equipment call. The cutout feeds a primary underground dip with about 80 houses on it. The over head lines are 556 MCM (12470 volts) right out of the sub. What's causing that small arc ?? Let me know in the comments, and we'll find out on the next video 🕵️.
