While all the Fallout models produced by #modiphius used to be resin with resin scenic bases, they have since added plastic kits and made changes to the new resin kits they are producing. What they are producing is still cross compatible for Fallout Factions and Fallout Wasteland Warfare so not to worry in that regard. This video is more meant for new players into the table top fallout games that maybe wondering about the differences between the plastic and resin options, especially since some factions have models and kits produced in both materials.
