Plotline: a 6 KB decision layer for EUDR plot checks

Plotline stores the decision, not the data. It reduces four forest rasters (Hansen GFC 2025 v1.13 and JRC Global Forest Cover 2020) to the facts an EUDR plot screen reads. It then proves, for every cell, that the reduced layer gives the same answers as the original layers. Region: Surat Thani, Thailand, 744,732 cells, 17 supplied plots. Schema: 20 codes per cell. treecover2000 is 72% of the Hansen GeoTIFF bytes, and no EUDR question reads it. Store: 623,237 B of GeoTIFFs become a 6,146 B .plds file (99.0% smaller). That is 28% smaller than the best GeoTIFF of the same codes. Query: cells are selected by the centre rule, with only ambiguous centres sent to exact GEOS covers. A 20-bin histogram feeds one reducer. Speed (hot, 17 plots): 1.44 ms on the original layers. 5.2× for new boundaries. 44× for registered plots, 83× without NumPy, and 410× from a content-bound answer table. Proof: 744,732 / 744,732 cells identical. 17 / 17 plots and 9,829 / 9,829 fuzzed polygons. 0 mismatches on 4,920 independent validator geometries.
