In Gen 2, shininess is determined by DV's (Determinant Values) which are basically the original form of IV's. Specific combinations of DV's across the Pokemon are what cause it to be shiny. Because we know a Pokemon's base stats and what stats a Pokemon has at a certain level with these DV's, we catch the Moltres in Gen 1, check it stats and if they match, trade it to Gen 2 or Pokemon Bank to see it's shiny. This works for Gift, Static, Fishing encounters only in Gen 1.
