Washington has crossed a threshold it spent decades avoiding: openly asking the world not to sell its debt. In this breakdown, we trace three completed operations that reveal a debtor managing its creditors in real time — the Treasury selling euros from its own reserves to strengthen the yen so Japan would not have to liquidate Treasuries, the Treasury Secretary publicly urging the Federal Reserve to expand the FIMA repo facility that lets foreign central banks borrow dollars against their bond holdings, and a doubling of long-bond buybacks after the thirty-year yield reached its highest level since 2007. These were not proposals floated for discussion. They were executed, documented, and defended on the record, against a backdrop of foreign Treasury holdings falling seventy-two billion dollars in June and net foreign buying collapsing by roughly eighty-eight percent in a single month.
We then examine the mirror image forming in Frankfurt. The European Central Bank has begun implementing EUREP, a permanent worldwide euro repo line offering up to fifty billion euros per central bank — the same instrument as America's, built for the opposite purpose.
