Here's the thing about the blank line on that tag. It isn't a mistake, and he isn't lost. He's standing in a terminal with buses going several good directions, and he knows that the moment he writes a city on that tag, every other route closes. So he waits — not drifting, not avoiding, just holding the option open until the information he's missing arrives. We treat indecision as a character flaw. Sometimes it is. But sometimes the honest answer really is "not yet," and pretending to be sure just to look decisive is the more expensive mistake. There's a difference between a blank tag and an empty one: his has a hand on it, a bus schedule read twice, and a deadline he's chosen himself.
