MacBook Air 13 inches A1466 (820-00165) Not POSTING

In this video, we have a MacBook Air that the client say wouldn’t power , during our initial assessment, we found that the device actually powers on with a fan spin, but does not POST and then second time , the device would not even power on at all, but was partially making it to S0 STATE.
