I tend to get overwhelmed when I have to start a new illustration (specially if it's a complex one) and following this 5 steps always helps me. Here's the break down of the whole thing in case waffled on for a bit too long there:
1. IDE: know exactly what the concept and elements of the illustration are.
2. BASIC PLAN: sketch out the characters, plan the colours, get the basic layout and composition figured out.
3. REFERENCE: Find references for all the little bits you aren't sure how to draw.
4. UNDERDRAWING: figure out the basic shapes and make this as solid and precise as possible.
5. SKETCH: using the underdrawing make everything look as good as possible, correct bits that don't look right and add elements if necessary.
