[TAS] Sonic Mania "Encore mode" in 27:49.00

A lot has happened to this TAS over those two years: it was frozen, then optimized, new routes were discovered, and it was even restarted from scratch and etc. This TAS became possible thanks to libTAS and the decompiled version of Sonic Mania running on Linux. The decompiled version of Sonic Mania is still imperfect at the moment, and this was one of the reasons the TAS was frozen for a while.
