Proof of Concept for Cast on Crit Lightning Conduit Elementalist (3.29/ hopefully for 3.30 as well)

I started theorycrafting a cast on crit Lightning Conduit because of some guy I saw on PoE ninja. He was using Voltaxic Rift w/ Lightning Conduit so I decided to mess around with making a functional build and ended up on CoC Lightning Conduit enabled by Barrage. The build works and is surprisingly good for what I've done so far, but the build is most definitely still a WIP build that I just wanted to put out there so other people might get ideas and maybe come up with something better than what I had done. This is so far the only build that really uses lightning conduit well aside from the much more meta Orb of Storms + Lightning Conduit set up people are doing on Elementalist/Heirophant. You could probably make something work with Archmage and this set up, but you'd probably want to reserve life and use ES overtop w/ a Coruscating Elixir set up but I'm not 100% on this.
