Good PFI handback intelligence is not a document or a project plan—it is an organizational capability.
An authority that builds the capability to act as an intelligent asset owner will manage expiry from a position of strength. Conversely, an authority looking only for a template to follow will inevitably manage handback from a position of reaction.
NISTA and IPA guidance set a clear expectation: authorities must start preparing at least 7 years in advance of contract expiry. With around 140 PFI contracts expiring before 2030, building these capabilities early is essential to avoid compressed timelines and costly mistakes.
In this video, we break down the 8 capabilities that determine handback success:
1. Asset Intelligence: An independently verified asset register and condition survey.
2.Contract Mastery: Understanding handback obligations, deduction rights, and dispute mechanisms.
3.Lifecycle Fund Audit: Reconciling available funds with required replacements.
4.Quantified Compliance Gap: Measuring contractual standards against modern statutory laws.
5.Workforce Transition Plan: Modeling pensions, TUPE liabilities, and retaining key operational knowledge.
6.Complete Financial Model: Factoring in operating costs, VAT, pensions, and capital investment.
7.Commercial Strategy: Setting negotiation red lines and fallback positions.
8.Dispute Readiness & Evidence Preservation: Protecting contracts, emails, and maintenance logs.
Success isn't simply getting the building back—it's operating it safely, compliantly, and affordably from day one.
