UPI WAS FREE. WHAT CHANGES AFTER OCTOBER 15? By Saurabh Shukla India built UPI into a habit by making digital payments seamless — and free. Now, from October 15, that zero-MDR model changes. A new 0.4% Merchant Discount Rate will apply to specified merchant transactions above ₹2,000, capped at ₹300. Railways, fuel, telecom, insurance and other specified sectors will face a flat ₹5 MDR on transactions above ₹2,000. The government says consumers will not pay the MDR. For years, UPI became synonymous with free digital payments. Now, from October 15, specified merchant transactions above ₹2,000 will attract a 0.4% MDR. The government insists this is a merchant-side charge — not a tax on consumers. (Press Information Bureau⁠) “सुबह जब आप उठे होंगे तो अगर आपने अखबार पढ़ा होगा तो खबर पढ़ी होगी कि यूपीआई पेमेंट्स पर अब टैक्स लगेगा” [00:00] ⸻ [03:43] THE ₹2,000 THRESHOLD Payments to merchants up to ₹2,000 remain outside the new MDR framework, while person-to-person transfers remain free regardless of amount. For specified merchant transactions above ₹2,000, MDR is 0.4%, with a maximum of ₹300 for transactions of ₹75,000 and above. Eligible small merchants also remain protected under the zero-MDR framework. The government says banks have been advised to ensure merchants do not pass MDR on to customers. But for small businesses operating on tight margins, even a merchant-side cost raises a practical question: absorb it, adjust prices, or encourage another payment method? “अब डॉक्टर साहब क्या करेंगे डॉक्टर साहब कहेंगे यार ये तो 0.4% टैक्स लग रहा है या तो वह उसको आप पर पास ऑन कर देंगे अपनी फीस बढ़ा देंगे” [07:40] ⸻ [10:40] ₹5 ON FUEL AND ESSENTIAL SERVICES For specified categories including railways, telecom, insurance and fuel, transactions above ₹2,000 will attract a flat ₹5 MDR rather than the standard 0.4%. The stated objective is to create a sustainable payment ecosystem while keeping these services on a concessional structure.
