Though taking place within the same universe as the then current Bond actor Pierce Brosnan, conflicts in development spurred EA into moving away from using the likeness of Brosnan and instead used the voice and likeness of English actor Andrew Bicknell for Bond. While it didn't use the likeness of any specific Bond actor at the time, it maintained the franchise's staples, including a variety of gadgets (like the Q-Laser and Q-Claw) and a popular split-screen multiplayer mode. Taking place somewhere between the events of "Tomorrow Never Dies" and "The World Is Not Enough", Agent 007 (James Bond) is sent to Hong Kong to rescue a captured CIA operative. The rescue turns into intrigue as Bond discovers a briefcase containing nine vials of blood samples belonging to nine of the world's leaders. The investigation leads MI6 to uncover a project run by Adrian Malprave, the head of a massive corporation, who is planning to replace world leaders with obedient clones to seize global control. With the safeguard of the world leaders in jeopardy, Bond must travel across the globe in a classic race against time filled with double-crosses, high-speed chases, and narrow escapes as he attempts to destroy the cloning facilities to thwart Malprave's plans, all while being hunted by Nigel Bloch, Malprave’s ruthless lieutenant. The critical consensus for 007: Agent Under Fire generally falls into the "Mixed to Positive" range, with a Metacritic score hovering around 72-74 depending on the platform. Reviewers at the time felt it was a solid, if unexceptional, follow-up to the legendary GoldenEye 007. Critics praised the mix of standard first-person shooting with on-rail vehicle segments and driving levels (developed using EA’s Need for Speed engine). A common complaint was that the game was too easy. The enemy AI was often described as "braindead," with guards standing still or failing to react while being shot.
