Yes, the event is not 100% chance, some says it 50% chance. That's why there is a skill that increase the occurrence of event, " Renowned". I have other run that able to reach S rank friendship with Morisaki-Hernandez and Wakashimazu-Keizinho, and the only one activate is the Wakashimazu-Keizinho.
