Toyota Land Cruiser 80 Series ~ Charcoal Canister is it Clogged?

Trying to figure out what is causing vapor build up in the gas tank? Is it a blocked Charcoal Canister, blocked or kinked fuel vapor hose? Maybe it's the Evaporator Purge valve?
