Markarth is genuinely unique among Skyrim's cities — it wasn't built from scratch, it grew directly out of Nchuand-Zel, an ancient Dwemer stronghold carved from the mountain itself. While nearly every other Dwemer settlement was abandoned and left to ruin after the Dwemer vanished, Nchuand-Zel had something the others didn't: real fortifications and structures already standing above ground, which is exactly why later inhabitants chose to build a living city right on top of it rather than start over somewhere new.
