I would like to thank Xinhua News Agency, CCTV, and the Communist Party’s various media outlets for showing Old Du some respect by allowing me to report this major development to the world two hours in advance. For that, Old Du offers his thanks. But something even more extraordinary happened. When I read the official announcement on the handling of Zhang Youxia and Liu Zhenli, I was stunned—truly stunned. Why? Because the allegations published in the announcement were almost identical to the information I disclosed during my September 9 livestream on what I called the “wrongful case against Zhang Youxia.” In particular, there was this sentence: “Political problems and economic problems were intertwined, while corruption and illicit enrichment coexisted with dereliction of duty.” At the time, I discussed quite a few details during that livestream. This strongly suggests that the person who provided me with the information back then was someone with direct knowledge of the case. He had either seen, or accurately obtained, the Central Military Commission Discipline Inspection Commission’s investigation report on Zhang Youxia and Liu Zhenli. He also knew Zhang Youxia very well; otherwise, the information could not have been so accurate. I want to thank the friend inside China who risked his life to provide this information to Old Du. This is precisely the significance of the Transparency Project. Any one of us could die without ever knowing the truth about what happened to us, but at the very least, someone should be there to say a fair word on our behalf—including for Zhang Youxia. Those who are interested can go back and watch my September 9 livestream. I will not repeat all of that here. Let us continue with today’s main subject. Previously, the Standing Committee of the National People’s Congress had already terminated the NPC deputy qualifications of Zhang Youxia and Liu Zhenli. Zhang Youxia had also been removed from his positions as a member and vice chairman of the Central Military Commission of the People’s Republic of China. Liu Zhenli had been removed from his position as a member of the Central Military Commission. Today, Old Du received what I regard as reliable information indicating that immediately after the September 20 Politburo meeting concluded, the military procuratorate formally issued arrest warrants for both men. Before that, Zhang Youxia and Liu Zhenli had already been formally stripped of their membership in the People’s Liberation Army and deprived of their rank of general. Under usual practice, when such an order is announced, their general’s collar insignia, shoulder boards, and ribbon bars would be forcibly removed on the spot. According to the information I received, the arrest procedure was as follows: Zhang Youxia and Liu Zhenli were each held by the arms by helmeted soldiers while standing and listening to a military procurator read out the arrest warrant. They were then required to sign the documents. After signing, they were handcuffed and escorted back to their respective detention facilities. From that point onward, their formal designation became the same one Old Du once had: criminal suspects. It is worth noting that Zhang Youxia and Liu Zhenli are reportedly being detained at two separate locations. They did not see each other when their arrests were formally announced.
