This is criminal

Mowing the grass without litter-picking first is one of the worst practices of local authorities, not just in London, but likely in many other places. With only minimal planning it is a completely avoidable problem, so seeing it happen every year is not only heartbreaking, it's irresponsible and I would go as far as saying downright criminal.
