Improving Continuity of Coverage for CYSHCN During Transitions to Adult Medicaid Coverage: MACPAC’s Recommendations to Congress This webinar featured MACPAC's recommendations to Congress on transitions to adult Medicaid coverage for children and youth with special healthcare needs. MACPAC analysts Linn Jennings and Ava Williams presented findings from their analysis of Medicaid Statistical Information System data, which showed that while 82.4% of children and youth with special healthcare needs remain continuously enrolled when transitioning to adult Medicaid, many experience challenges with the process. The presenters outlined six key recommendations including CMS issuing new guidance on existing authorities for supporting transitions, requiring states to provide advance notice of redeterminations, coordinating with SSA on model notice language, implementing the optional Medicaid eligibility pathway for children up to age 21, and amending federal requirements to ensure 12-month continuous eligibility for children and youth with special healthcare needs transitioning to adulthood. The webinar also included discussion of the complexity of transitions for those not enrolled in disability-related pathways and the variation in state approaches to supporting these transitions.
