This is not one village's story. In FY 2082/83, Nepal issued 792,187 labour permits about 2,170 people every single day and another 130,483 left in just the first two months of this fiscal year. That does not even count the 123,589 students who took NOCs to study in 84 countries. The 2078 census found 2.19 million Nepalis abroad, from one in every four households, half of them aged 20–29. And the moment one of them takes a foreign passport, Section 10(1) of the Citizenship Act says their Nepali citizenship is gone. The "Non-Resident Nepali citizenship" launched in 2080 gives no vote, no passport and no political rights only 566 people took it in three months, while 3,340 foreign spouses received full naturalised citizenship in the same period. Meanwhile, the diaspora sent home Rs 2.36 trillion last year, more than the Rs 1.96 trillion national budget. The RSP won 182 of 275 seats on a manifesto whose point #99 reads "Once a Nepali, always a Nepali." Its MPs said they would put descent-based citizenship "at number one." Yet the Foreign Minister now says dual citizenship "does not look possible within five years." What changed?
