15 Watt Fluorescent Trigger Start to Preheat Conversion

I purchased this old school bathroom vanity fixture for $3, intending to merely wire it up and get a bulb. However, the original trigger start ballast (same thing as rapid start) was defunct, so I converted the fixture to preheat, with a hurdle along the way!
