Right-click the path and choose Make Selection with a 1px feather, then create a new layer set to Multiply 3. Sample a brown color from the eyebrow (or the hair) and paint with a large, soft-edged brush at a low Flow (around 20%) to build up color gradually 4. Deselect, then use the Blur tool at 100% strength to soften any harsh edges left by the fill 5. On a new Multiply layer, set a small, high-hardness brush and open the Brushes panel to Shape Dynamics, setting Control to Fade so the brush tapers from full size to a point like a real hair 6.
