Resident Evil 2 (1998) - Part 8: The Conspiracy Unravels.

With Ada's help, Leon manages to find the plugs to get to the sewers. However, one of the monsters that's been running around is looking to do some damage, leaving Ben near death. With his dying breath, Ben exposes the chief's improprieties to Leon and Ada, leaving no doubt as to what happened here - Umbrella was allowed to experiment freely by no less than the chief. Now, all that's left is to get out of here and expose Umbrella's misdeeds... But to do that, they have to escape.
