Located on the shores of the Caribbean Sea, its historic center, known as the "Walled City," was declared a National Heritage Site of Colombia in 1959 and a UNESCO World Heritage Site in 1984. Over time, Cartagena has developed its urban area, preserving the historic center and becoming one of the most important tourist destinations in Colombia and the Caribbean. Cartagena is home to the headquarters of the Departmental Assembly of Bolívar and the Administrative Tribunal of Bolívar. From its founding in the 16th century and throughout the Spanish viceregal era, Cartagena de Indias was one of the most important ports in Spanish America. Most of its artistic and cultural heritage dates from this period. On November 11, 1811, Cartagena declared its independence from Spain. This day is a national holiday in Colombia, and the city celebrates it for four days, known as the "Independence Festival." It has been the most robust fortress in South America and the Caribbean, once as fortified as the Gulf of Mexico itself at that time. Its viceregal architecture remains today.
