Dragon Ball’s 20 Strongest Ranked by FEATS (Goku Is NOT #1)

Twenty fighters. One board. And one rule: no power levels, only what they actually did on the page and on the screen. Every character enters once, in their strongest version, and every feat comes with its context. Gohan beating Cell as a kid is not the same as Gohan today. The rules: Dragon Ball Z and Super (anime and manga), plus the Broly and Super Hero movies No GT, no Heroes, no fusions (sorry, Gogeta and Vegito) Above tier S there's a special row for the ones who don't even compete Who would you move up? Who would you drop? Tell me in the comments.
