You don't have to be political to vote. Welland's last municipal election saw 11,056 of 42,769 registered voters cast a ballot — about 25% turnout. Across Ontario it was closer to one in three. That's not because people don't care about their roads, their water bills, their kid's rink time, or what gets built down the street. It's because the connection between caring and voting quietly went missing.
