Rather than cutting spending to address these risks, the budget moves toward increasing overall expenditure while assuming an oil price of $58 per barrel. At the same time, operating expenditure continues to dominate, accounting for around 78% of the total budget, compared with just 22% allocated to investment spending. Salaries for permanent government employees have increased by approximately 15%, while social welfare allocations have reached 33 trillion dinars. Meanwhile, the expansion of government hiring and contracting has continued despite the growing wage bill and mounting future financial obligations. At the same time, an exchange rate of 1,520 dinars per dollar has been adopted, providing the Treasury with additional dinar-denominated revenues at the expense of citizens’ purchasing power. Despite this, the budget deficit remains at around 20% of total expenditure. More concerning is the continued heavy reliance on oil, which is expected to generate around 145 trillion dinars out of 174 trillion dinars in total revenues, or approximately 83%. Non-oil revenues account for only 17%. While the financial crisis could have provided an opportunity to restructure spending, reduce the size of the government apparatus, reform salaries and allowances, address duplicate employment, and curb administrative expenditure, no decisive measures in this direction appear to have been taken.
