The emerging Syria-Israel security deal is both a genuine attempt at de-escalation and a new arena in the Turkey-Israel power struggle. Syrian President Ahmed al-Sharaa wants an agreement that stops Israeli airstrikes and ground incursions, restores the military positions that existed before Bashar al-Assad fell on December 8, 2024, and eventually opens a path toward broader peace. However, Damascus insists that such an arrangement cannot surrender Syria’s claim to the Israeli-occupied Golan Heights.
Israel seeks much more than a quiet border. It wants southern Syria demilitarized, limits on Syrian troop and heavy-weapons deployments, protection for the Druze community, surveillance advantages around Mount Hermon, and guarantees that Iran, Hezbollah, or Palestinian armed groups cannot return. Israel is also concerned that Turkey could establish military bases, air-defence systems, or strategic dominance through its close partnership with the new Syrian government.
Turkey, meanwhile, supports a strong, centralized Syrian state that can absorb Kurdish-led forces, control the entire country, facilitate refugee returns, and become part of Turkish-led trade and security networks. This directly conflicts with Israel’s preference for a militarily weak and constrained Syria, particularly in the south.
Therefore, the negotiations are not simply bilateral. Damascus, Ankara, Israel, and the United States shape the outcome, while Druze factions and the unresolved Golan question add further complications. The most likely result is a limited, phased security arrangement involving Israeli withdrawal, Syrian military restrictions, UN monitoring, and communication mechanisms. It could reduce violence, but may also institutionalize competing Turkish and Israeli spheres of influence inside Syria.
