Nearly ₹1 lakh crore extra has been added to one of Narendra Modi government’s biggest infrastructure projects. So what went wrong? Why has the Mumbai Ahmedabad High Speed Rail project become almost twice as expensive? How much did delays, land acquisition, Japanese train procurement, clearances and project execution contribute to the rising Bullet Train cost? And when additional funding ultimately comes through public resources, who answers for the bill?
