In World Sailing case 146, a boat protests another boat for barging near the race committee boat as they were approaching the starting line to start racing. Rule 11 (on the same tack, overlapped) is put up against Rule 16 (changing course). Which boat is penalized? Note: this video was recorded against the 2021-2024 rules. Case 146 still stands under 2025-2028 and the answer is unchanged, with only editorial changes to the case text. The Part 2 Section C preamble was rewritten since. It used to say Section C rules do not apply at a starting mark surrounded by navigable water or at its anchor line, from the time boats are approaching them to start until they have passed them. It now says Section C rules do not apply between boats when the mark or obstruction referred to in those rules is such a starting mark, from the time the boats are approaching it to start until they have left it astern. So the exclusion is now tied to the specific mark or obstruction a Section C rule refers to, and the window ends when the boats have left the mark astern rather than when they have passed it.
