Before cellular, the New York area held about 2,000 mobile customers and 12 simultaneous calls. Chicago was worse: 950 subscribers, half-hour waits for a channel, and a two-year queue. When cellular opened in October 1983, the hardware cost around $3,000 installed, and the radio sat in the trunk. A car unit transmitted at 3 watts against 0.6 watts for a handheld, which is why the fixture existed. By 1995 only 21% of American cellular users still owned a car-mounted phone.
