The Rwanda Defence Force (RDF) and the Uganda Peoples’ Defence Forces (UPDF) have reaffirmed their commitment to strengthening military cooperation, building mutual trust and promoting lasting peace and stability along the Rwanda–Uganda border. The commitment was made during the Eighth Proximity Commanders’ Meeting held in Mbarara, Uganda, from August 27 to August 29, 2026. The three-day engagement brought together senior commanders whose military units operate near the shared border. The Rwandan delegation was led by Major General Ruki Karusisi, Commander of the RDF 5 Infantry Division, while the Ugandan delegation was led by Major General Paul Muhanguzi, Commander of the UPDF 2 Infantry Division. The commanders reviewed the security situation along the common border, discussed challenges affecting surrounding communities and explored ways to improve communication, intelligence-sharing and coordination between the two forces. Maj Gen Muhanguzi emphasized that Rwanda and Uganda share more than a physical boundary. He noted that peace in Rwanda contributes to peace in Uganda and vice versa, making continued cooperation essential for the security and economic wellbeing of both countries. He also underlined the critical role of border communities as sources of security information, warning that valuable intelligence could be lost if residents were not treated properly or given confidence in the security institutions serving them. Maj Gen Muhanguzi cited a previous example in which the RDF assisted in locating Ugandan students who became separated from their group during a study tour in the Virunga region. The incident was presented as evidence that practical military cooperation can directly protect civilians. Speaking on behalf of the RDF delegation, Maj Gen Ruki Karusisi said the common border should remain a space for peace, lawful movement, trade and cooperation—not a source of insecurity or misunderstanding. He urged commanders to maintain open communication channels, strengthen confidence between the two armies and address emerging issues through dialogue and appropriate coordination. The meeting was officially closed by UPDF Deputy Commander of Land Forces Maj Gen Felix Busizori. He commended Presidents Paul Kagame and Yoweri Kaguta Museveni for supporting continued engagement between the two forces. Maj Gen Busizori also thanked the Chiefs of Defence Forces of both countries for facilitating the meeting. He said such engagements promote peace, security, mutual understanding and improved working methods between neighbouring military units. He urged RDF and UPDF commanders to continue sensitising military personnel and border communities, sharing relevant information, fighting illegal cross-border activities and maintaining the spirit of collaboration. Beyond the formal discussions, RDF and UPDF personnel joined local leaders and residents in Kamwezi, Rukiga District, for a Civil-Military Cooperation activity during which more than 80 trees were planted. The RDF delegation also visited Mugaba Palace, Birya United Agencies Ltd and Kazeire Factory as part of the wider engagement.
